Officials have scheduled an appeal hearing to begin next week for an Austin police lieutenant who was denied a promotion to commander amid allegations that he hired a prostitute during a vacation abroad more than a year ago.
The allegations against Lt. Wayne Demoss led to an investigation but no discipline against him.
The hearing is scheduled before hearings examiner Norman Bennett for Tuesday and Wednesday at the Austin Learning and Research Center near Austin-Bergstrom International Airport.
Bennett will determine if Police Chief Art Acevedo had a valid reason to withhold Demoss’ promotion. Such actions are rare for Austin police officers.
Internal affairs detectives investigated Demoss after they received information that Demoss visited a “house of prostitution” during a trip to Panama, where prostitution is legal. According to records, Demoss told them that he had gone there, but had not paid for sex.

While some of the fears that the event might be a bit frattish are valid—there is a bikini contest, after all—Phelps delights in tweaking the image of the Testosterone Festival as one pandering to the base stereotypes of manhood. “I wanted to do a wet T-shirt contest,” he explains, “where we’d get a bunch of wet T-shirts in a bucket, and have a contest to see who could throw them the farthest.” Phelps filled The A.V. With a gun on his hip, handcuffs in his back pocket and a hand-carved walking stick, Mike “Grasshopper” Austin has many tools to protect himself when he patrols the streets of the Hill District.
Austin, 59, a Vietnam War veteran, said he has walked his neighborhood for nine years, looking to report drug deals, prostitution, squatters and excessive trash to authorities. Austin said he has a permit to carry a concealed weapon, although Allegheny County Sheriff William Mullen would not confirm that.
“I’ve had to shoot attacking raccoons, been threatened by drug dealers and had to chain people to a building so they couldn’t get away from the scene of the crime they were committing,” said Austin, a member of the Dinwiddie Community Alliance. “Sure, my life has been jeopardized, but this community needs to be cleaned up, and I don’t mind helping.”
