Senate Bill 24 increases penalties for traffickers and provides increased new protections for child victims. The law also provides civil remedies against human traffickers and implements new protections for human trafficking victims. The Senate passed SB 24 unanimously on March 23. It was passed in the House of Representatives on April 7.
The 2011 Texas Human Trafficking Prevention Task Force Report was published by the Attorney General’s Office on behalf of the task force and its 47 members. In addition to informing the legislature about the nature and scope of human trafficking in the State of Texas, the task force’s 2011 report contained recommendations for the 82nd Legislature. Pursuant to those recommendations, SB 24 creates legally distinct definitions of sex trafficking and labor trafficking. Under the new law, compelling prostitution of a child becomes a first-degree felony.

SB 24 contains proposals from the Attorney General’s Task Force on Human Trafficking, including creating a new offense for compelling prostitution for adult and child victims, stronger parole requirements for trafficking offenses that require offenders to serve longer prison time, eliminating release on mandatory supervision, and stronger restrictions on bond release. The bill also designates two prosecutable forms of human trafficking – forced labor and forced sexual acts – and applies the first degree felony punishment of 5-99 years or life and a fine up to $10,000 if a child is the victim of either form of trafficking.

Others agreed with Kleinman, who argued that the store’s success should be decided by the consumers. He said everything in his stores is legal to sell and no one under the age of 18 is allowed inside without an adult.

According to the ordinance, a sexually oriented business is defined as an “adult arcade, adult theater, adult bookstore, massage parlor, nude studio, modeling studio, love parlor or other similar commercial enterprise, the major business of which is the offering of a service that is intended to provide sexual stimulation or sexual gratification to the customer.”

Online ad leads to prostitution arrest
Round Rock woman facing misdemeanor charges

TRAVIS COUNTY, Texas (KXAN) – Police responded to an online ad on Backpage.com for a female escort based in Round Rock and end up arresting Catherine Lorraine Gilbert, 30.
Gilbert is now facing misdemeanor prostitution charges.
Police said Gilbert placed the following ad on the website:

Maybe it was the viewing public’s rejection of quality shows such as Fox’s Lone Star and FX’s Terriers. Or it could be the fact that AMC is giving us no new Mad Men episodes to look forward to until 2012 (and it certainly didn’t help that bona fide water cooler hits such as that network’s The Walking Dead had such short, quick seasons).
Last year’s roster of highly anticipated, series-ending blockbuster finales such as Lost and 24 only hammers home the perception that the 2010-11 season is limping to a finish. (Granted, we did see Big Love peter out a while ago and we have Friday Night Lights to look forward to — that is, if you haven’t already seen the whole season on DirecTV or DVD.)
The biggest series saying goodbye in May? Arguably it’s Disney Channel’s The Suite Life on Deck. Besides that, there’s Syfy’s Stargate Universe, NBC’s awful freshman series Chase, Showtime’s Secret Diary of a Call Girl and — slower than a silver bullet — The CW’s way-past-its-prime Superman saga, Smallville.
