A Travis County jury Friday sentenced 23-year-old Jon Tyrell Banks to 23 years in prison for robbing and killing strip club patron Elmore Allen last year, according to Banks’ lawyer David Frank.
The jury Wednesday found Banks guilty of felony murder in the April 12, 2010, attack at a Southeast Austin apartment complex. Banks’ girlfriend, Jessica Krause-Patterson, also faces a murder charge in the case and will be tried at a later date.
The two went to trial together in June but it ended in a mistrial. After that trial, Banks turned down a plea bargain offer that included a 14-year sentence.
Allen went to the Hot Bodies all-nude club on Burleson Road on April 12, 2010, according to testimony at the June trial. Allen received private dances from several strippers, including Krause-Patterson, according to testimony.

New assistant chief named
Patrick Ockletree, a 27-year veteran of the Austin Police Department, was promoted on Wednesday to the rank of assistant chief. Ockletree replaces Assistant Chief John Hutto, who was named chief of the Fort Collins, Colo., Police Department in October.
Ockletree, who was born and raised in Austin, was promoted from the rank of commander, one of only two African Americans holding that rank in the department. He is the only African American assistant chief in the current administration.
“It’s an honor,” Ockletree said. “We’ve seen a lot of changes in the department and in the community, and I want to be a part of that.”

A Travis County jury on Wednesday found Jon Tyrell Banks guilty of felony murder in the death of a strip club patron last year.

Depressed economies from Detroit and upstate New York to Mississippi and Washington have turned to some form of state-sanctioned gambling, which now exists in 41 states. It’s no accident that as inequality began widening in the 1970s, states turned first to lotteries and then to video poker, gaming rooms and full-fledged casinos in the following years.
The numerous gambling ecosystems we have passed attract kindred species: pawn shops, check cashing and payday advance outfits, liquor stores, strip clubs and giant billboards for ambulance-chasing lawyers. Personal vices are one thing; to turn them into a source of profit and government revenue is another. It means preying on millions of addicts and the desperation of the indigent.

But the creation of specialized crime statistics for Mexican cartels holds some pitfalls. As the Statesman has reported, a similar effort by the The Texas Department of Public Safety along the border has sparked questions of accuracy and exaggeration. For example, DPS considers every case of drug smuggling in border counties a cartel crime regardless of size and circumstance. And several statewide killings cited by DPS as cartel-related appear on closer examination to stretch that definition. For example, a double slaying at a Travis County strip club is considered a cartel killing, even though an arrest affidavit and civil lawsuit state the killings occurred after a dancer accused one of the men of stealing her cell phone. While the suspect was the target of federal cocaine smuggling investigation, the facts of the case, at least those presented in the available court documents, don’t reveal a fight over drugs or organized crime.

Austin Strip Clubs: Special Report: Anita Perry – small-town nurse to power player

Three Anita Perry employers have lobbied or done business with the state government. One is the Texas Association Against Sexual Assault (TAASA), which supports abortion rights, although both Perrys oppose abortion. TAASA also promoted a controversial “pole tax” on strip club patrons. Her fundraising efforts have garnered a substantial number of contributions from her husband’s conservative supporters for the group.

In 2007 TAASA successfully revived a languishing proposal to impose a $5-per-customer fee on strip clubs, with the revenue earmarked for sexual-assault prevention programs and health insurance for low-income Texas residents. The fee was challenged in court, but so far has been sustained. The state has already collected more than $15 million under the law, but no funds have been distributed because of the ongoing court battle.
TAASA insists that Anita Perry had no role in this or any other legislative initiative. “She does fundraising. I have never been in any meeting on a policy issue – strip club or otherwise – with Mrs. Perry,” said association lobbyist Lawrence Collins. Others in the state capital echoed that view.
